Israeli innovative telemedicine and medical companies are invited to participate in a unique POC that will lead them to enter the promising Japanese market. The program is encouraged and supported by selected cities in Japan that participate in the program with the assistance of our SkyLimit.
Japan is entering a major national shift toward municipality-driven preventive healthcare starting in 2025. For international startups, conducting a municipal POC is now the fastest and most effective route to enter the Japanese healthcare market.
1. Purpose of the Pilot
This pilot aims to build a prevention-focused urban healthcare model by connecting:
– Japanese Municipalities (Izumisano City, Moriguchi City, Kashiwara City, plus over 30 candidate cities)
The goal is to visualize community health, detect early signs of disease, and create a data-driven preventive healthcare ecosystem.
2. Core Services Offered in the Pilot
– Vital monitoring for preventive purposes
– AI-based health advisory
– Lifestyle improvement guidance
– Early detection of pre-symptomatic conditions.
→ Establishing the foundation for a regional preventive healthcare infrastructure.
3. Japan × Israel: Co-Creation Framework
Japan’s strict medical regulatory environment creates high demand for advanced, field-proven Israeli technologies.
The pilot is being implemented with major Japanese partners:
– MSD / COMMON – Public–private coordination, service design.
– IMPM (International Society for Preventive Medicine) – Medical validation & vital measurement.
– Pasona / Nihon Trim / Maguchi / Wellex / IFMIC, and others.
→ Co-creating a new “Preventive Healthcare City” model.
4. Implementation Team
– COMMON – Public–private partnership leader; ecosystem and service design.
– SKYLIMIT – Gateway for Israeli technologies; POC architecture and integration.
The initiative is recognized as a national-level project, supported by key government leaders in Japan.
5. Why Participate
– Fastest route to enter the Japanese market through municipal POC.
– Access to municipalities actively seeking cutting-edge solutions.
– Opportunity for real-world validation in a regulated healthcare environment.
– Collaboration with major corporations, medical societies, and public institutions.
– Limited number of companies selected for participation.
Japan's super-aging society is facing rapidly rising medical costs, declining regional healthcare capacity, and the limits of a treatment-focused system that begins only after illness appears.
At the same time, Israel's innovations-AI, telemedicine, and regenerative medicine-are reshaping global healthcare, yet systemic barriers in Japan prevent these technologies from reaching citizens as preventive care.
As a result, the real value of healthcare maintaining health and preventing disease-remains largely unrealized.
